የአማራ ብሔራዊ ክልላዊ መንግስት የንግድና ኢንዱስትሪ ቢሮ በአዋጅ ቁጥር 4/1988 ዓ.ም. መሠረት ተቋቁሟል፡፡በተሻሻለው የአማራ ብሔራዊ ክልላዊ መንግስት አስፈፃሚ አካላት እንደገና ማቋቋሚያ፣ ማደራጃና ስልጣንና ተግባራት ለመወሰን በወጣው አዋጅ ቁጥር 120/98 ዓ.ም. መሠረት የሚከተሉት ዝርዝር ስልጣንና ተግባራት ይኖሩታል፡፡	Amhara National Regional State Bureau of Trade and Industry has been established In accordance with the Proclamation No. 4/1996. The Bureau shall, pursuant to the Proclamation No. 120/2006 issued to provide for the Re-establishment and Organization of the Revised Amhara National Regional State Executive Organs and Determination of their Powers and Duties, have the following detailed powers and duties.
1. በክልሉ ውስጥ የሚካሄደው የንግድ እንቅስቃሴ በሀገሪቱ የንግድ ፖሊሲና ሕግ መሠረት መመራቱን ይከታተላል፣ ተገቢነት የሌላቸውና ሕጋዊ ያልሆኑ የንግድ ሥራዎች እንዳይካሄዱ ይቆጣጠራል፤	1. Supervise that trade activities undertaken in the Region are directed in accordance with the country’s trade policy and law; control that unfair and illegal trade activities not to be undertaken;
2. በክልሉ ውስጥ በንግድና ኢንዱስትሪ ሥራዎች የሚሰማሩትን የሃገር ውስጥ ባለሃብቶች በንግደ ሕግ መሠረት ይመዘግባል፣ ፈቃድ ይሰጣል፣ ተገቢውን የአገልግሎት ክፍያ ይሰበስባል፣ ይቆጣጠራል፤	2. Register, pursuant to law, and thereby issue licenses to domestic investors engaged in trade and industry activities in the region; collect the appropriate service fees, and supervise same thereof;
3. በክልሉ ውስጥ የመሠረታዊ የንግድ ዕቃዎችና አገልግሎቶች ሥርጭትን በተመለከተ አግባብነት ባለው አካል የተወሰነው የዋጋ ተመንና የጥራት ደረጃ መከበሩን ያረጋግጣል፤	3. Ensure the observance of prices and quality standard fixed by the appropriate organ regarding the distribution of basic commercial goods and services in the Region;
4. ከሌሎች ክልሎች ጋር የሚደረገው የንግድ ልውውጥ የሚስፋፋበትንና የሚዳብርበትን ሁኔታ ያመቻቻል፤	4. Facilitate conditions for expansion and development of trade exchanges undertaken with other Regions;
5. የክልሉን የንግድ መዝገብ ያቋቁማል፣ ያስተዳድራል፤	5. Establish and administer commercial register of the region;
6. የገበያና የንግድ ሥራ መረጃዎችን በመሰብሰብ፣ በማጠናቀርና በማሰራጨት አስፈላጊውን ድጋፍ ይሰጣል፤	6. Provide the necessary support by collecting, organizing, disseminating information on market and trade activities;
7. በክልሉ ውስጥ የንግድ ምክር ቤቶችንና የዘርፍ ማህበራት እንዲቋቋሙ ያበረታታል፣ ድጋፍ ይሰጣል፤	7. Encourage and provide support to the establishment of chambers of commerce and sectorial associations in the Region;
8. የጠቅላላ ጥራት አሰራርና አስተዳደር እንዲሁም በድርጅቶች መካከል በውል ሊፈጠር ስለሚችል የሥራ ቁርኝት አሠራር ያስተዋውቃል፤	8. Promote general quality operation and management as well as working relationship to be created among organizations on agreements;
9. በሃገሪቱ የኢንቨስትመንት ፖሊሲና ሕግ መሠረት የኢንዱስትሪ ፕሮጀክት ሃሳቦችን በየጊዜው እያመነጨ በፌዴራሉ መንግስት ሊጠኑና በሥራ ላይ ሊውሉ የሚገባቸውን በመለየት ለንግድና ኢንዱስትሪ ሚኒስቴር ያስተላልፋል፤	9. Generate periodically, pursuant to the investment policy and law of the country, industrial project proposals and thereby identify and transfer to the Ministry of Trade and Industry those which should be studied and implemented by the Federal Government;
10. በክልሉ ውስጥ በግሉ ኢንቨስትመንት፣ በጥቃቅንና አነስተኛ ንግና ኢንዱስትሪ ሥራዎች እንዲሁም በትራንስፖርት አገልግሎት መስኮች የሚከናወኑትን ተግባራት በበላይነት ይመራል፣ ይከታተላል፤ በመሆኑም ቢሮው የሚመራቸውና የሚያስተባብራቸው ተጠሪ ክልላዊ መስሪያ ቤቶች የኢንቨስትመንት ኤጀንሲ ማስፋፊያ ኤጀንሲ፣ የጥቃቅንና አነስተኛ ንግድና ኢንዱስትሪ ስራዎች ማስፋፊያ ኤጀንሲ፣ እና የትራንስፖርት ባለስልጣን በአዋጅ ቁጥር 123/1998 ዓ.ም.፣ 122/1998 ዓ.ም.፣ 125/1998 ዓ.ም. መሠረት እንደቅደም ተከተላቸው የሚከተሉት ዓላማዎች ይኖሯቸዋል፡-	Oversees and follow up activities of private investment, small scale and micro trade and industry enterprises as well as functions undertaken in the field of transport services in the Region; and thus the Regional accountable offices which the Bureau directs and coordinates shall, pursuant to the Proclamation No.123/2006, Proclamation No.122/2006, and Proclamation No.125/2006, have respectively the following objectives:
10.1. በክልሉ ውስጥ በግልና በጋራ የሚካሄዱ የኢንቨስትመንት እንቅስቃሴዎችን በማበረታታትና በመደገፍ ለክልሉ ፈጣን የኢኮኖሚ እድገት የሚኖራቸውን አስተዋጽኦ ማጎልበት፤	10.1. By encouraging and supporting the individual and joint investment activities in the Region enhance their contribution to the faster development of the economy of the Region;
10.2. ጥቃቅንና አነስተኛ የንግድና ኢንዱስትሪ ልማት ሥራዎች እንዲያድጉ፣ እንዲስፋፉና ለክልሉ ኢኮኖሚያዊ ዕድገት የበኩላቸውን ሚና እንዲጫወቱ አስፈላጊውን እገዛና ድጋፍ የሚያገኙበትን ሁኔታ ማመቻቸት፣ ማስተባበርና ማበረታታት፤	10.2. To facilitate, coordinate and promote the situation whereby micro and small enterprises and industry development works gain the necessary support as well as assistance and in effect they would grow, expand and thereby play their role in the Regional economic development;
10.3. በክልሉ ውስጥ ቀልጣፋ፣ ደህንነቱ የተጠበቀና ቀጣይነት ያለው አስተማማኝ የትራንስፖርት ስርዓት መኖሩን በማረጋገጥ የክልሉን ልማት መደገፍና ህብረተሰቡ ከዘርፉ የሚጠብቀውን አገልግሎት የተሟላ ማድረግ፤	10.3. Ensure the availability of efficient, secured, sustainable and reliable transport system and thereby support the development of the Region and fulfill the services that the community expects from the sector;
10.4. በዘርፉ የተሰማሩ ባለሃብቶችን አቅም ማጎልበትና አዳዲስ ባለሃብቶችም ወደ ዘርፉ የሚገቡበትን ሁኔታ በማመቻቸት በውድድር የሚሰራ የትራንስፖርት ስርዓት መፍጠር፤	10.4. Build the capacity of the investors engaged in the sector, and facilitate conditions for new investors to engage themselves in same, and thereby create a transport system that works in competition;
10.5. ክልሉ ከአጎራባች ክልሎች ጋር የሚኖረውን ኢኮኖሚያዊና ማህበራዊ ትስስር ሊያጠናክሩ የሚችሉ መስመሮቸን መዘርጋትና የአገልግሎቱን አድማስ ማስፋት ነው፡፡	10.5. Put in place lines that strengthen the economic and social ties of the region with the neighboring Regions, and expand the scope of the service thereof.

የክልሉ ኢኮኖሚ በኢንዱስትሪው ሴክተር እየተመራ ማየት ነው፡፡	The Amhara National Regional State Bureau of Trade and Industry envisions the economy of the Region being led by the industry sector.

በክልሉ የኢንዱስትሪ ልማት እንዲፋጠን፣ የንግድ አሠራር በሥርዓትና በውድድር እንዲመራ፣ የህብረተሰቡ ኢኮኖሚያዊና ማህበራዊ ደህንነት የተጠበቀ እንዲሆን ከግል ባለሀብቶች፣ ከህብረተሰቡና ከተለያዩ መንግስታዊና መንግስታዊ ካልሆኑ መ/ቤቶችና ድርጅቶች ጋር ያለውን የሥራ ቅንጅት በማጠናከር ቀጣይነት ያለው ልማት እንዲመጣ ድህነትን ማጥፋት ነው፡፡	To accelerate industrial development in the Region, make trade activities be directed with system and competition, and keep social and economic security of the community, by strengthening the integrity of the work relationships with the private investors, the community, and different governmental and non-governmental organizations eradicate poverty to bring sustainable development.
